Warts or pimples on the genitals can be any of the following...

You must see a doctor or go to a clinic to be properly diagnosed before you can be treated for any of these. When your teacher talked about mental illness, he was probably referring to syphilis, which can lead to mental illness if left untreated for many years.
 
You do not say whether you are sexually active or not. If you are not and have not had sex in the past, it is impossible for you to have an STD. In this case, the pimples may be a simple infection or allergy caused by, for example, using scented soaps or wearing synthetic fabric underwear. Try washing frequently with a pure soap and wearing cotton pants which you change every day.
 
If you are sexually active and fear that the pimples may have come about from sexual contact, you need to be diagnosed and receive treatment as soon as possible.

It is important that you tell your girlfriend(s), so that they can be treated too.
