Civil society plays an important role in building a balance between the power of the state and that of the people (Balogun, 1999). It is thus one of the three domains of governance:

• state - which creates a conducive legal, political and economic administrative framework;
• private sector - which creates jobs and incomes;
• civil society - which facilitates political and social interaction.
