Decentralization, by bringing authority closer to the people, has been argued to widen participation in governance in health. It is also claimed that decentralization policies have the potential to improve quality and access and reduce expenditure - even though it would appear that some of these are mutually incompatible (Mogedal & Hodne Steen, 1995).
