The civil arena is complex. Many different types of organization exist, each with its different interests and objectives, and each speaking for a different social group. Involving civil society therefore requires analysis of which the potential participants are to any programme, and what interests and roles they play.

This can be achieved through stakeholder mapping and analysis, which is itself usefully backed by wider mapping of the context.
