Civil society is the main level of social organisation that exists between households and the state. It can take two main organizational forms. Civil society acts as a bridge between the citizen and the state.

How does civil society relate to the state?
Civil society helps to build a balance between the power of the state and that of the people. In particular it can help to determine how authority, rights and obligations are exercised and how national resources are managed.

Should the state work with non-state actors in health?
Yes. Styles of governance are changing, placing many demands on the state to work with non-state actors.
