The 2000 World Health Report
unambiguously states that people are the centre of health services.
Health systems must reach people
and be acceptable to them to be successful - whatever other measures
are put in place to finance, provide, use or guide them.
Good policies informed by evidence
are essential to improving health systems and health outcomes.
So too is the effective organization of the social forces and
capabilities that ensure and enable the implementation of these
policies.
Public pressure is as much
a vehicle of transformation as is technical argument. It needs
to be equally explored, understood, fed with information and
effectively organized. |
