While many health sector personnel derive personal reward from complementary relations with communities, there may be little institutional reinforcement or reward within health bureaucracies for these roles. Generating positive interactions between civil society and services at the base of health systems does depend in part on the signals and incentives sent from the policy and planning levels of health systems.
